See there is no best streams ,it just depends on your interest after all,its your career .If you love operations ,try to do that.As most engineering's have a benefit in it.

It merges the knowledge of management studies and applying it in the rural context. Most of the courses are designed in such a way that the concepts taught in the class is applied in the real life through training in the rural areas through case-studies and interaction with the rural people .
As you have studies civil engg you will be getting too much works in rural areas which will make you known to this sector and help you later.
