for reservation category:- rank has to be below 10k to get CSE branch for low rank NIT campus for top NIT campus, closing rank will be 5k-6k approximately.
You can try for NIT campus like sikkim, srinagar, patna , lucknow, mizoram.

Percentile in jee mains 2020 with a AIR 182547 and sc category rank 9414. Is there any chance of getting a seat in NIT's. Preferrably in CSE?

First of all congratulations.
You scored good.
but you should have had mentioned your sc rank here. that would have been easier. But the general thumb rule is that you need to have less than 10k rank to get cse at nit.
