Eligibility criteria for cds exam 2023 is following :

Candidates must be between age of 19 to 25 years.

Candidates should have complete graduation in any disciple from any recognized university.

According to information given by you , you will be of 23 years in 2023 but you will be graduated in 2024 so unfortunately you will be not able to give exam of cds in 2023 as you will not fulfill educational qualification of cds exam.

Yes, you are eligible for CDS 2 in 2023 if you be in final year or else you are not eligible. As students in their Graduation are also eligible for apply for CDS exam.
