Although you must not have used up all your attempts to be able to appear in 2023.

Hope you are doing well.
Yes you would be eligible for UPSC IAS 2023 examination and note that this will be your last attempt if you belongs to General category and do not possess any of the reservation as the range of age is 21 to 32 years.
For obc category you will get 3 years extra and for sc/st category 5 years extra.
Also, keep in mind you have only 6 attempts for UPSC exam if you belong to general category and 9 9 times if OBC but there is no attempt limit for SC or ST.
