You have not mentioned your category general EWS .Despite of that with your friend's marks your friend can get a lot government colleges through all India counselling. In case of state counselling different states have different cut off trends. You have not mentioned your friend's state but your friend's score your friend can get easily government medical colleges in any state. Your friend's chances in state counselling is better than All India counselling.
