Unfortunately, you cannot. The cutoff rank for getting Electronics and Instrumentation Engineering in Dayananda Sagar College of Engineering is close to 12,000, and since your rank is almost thrice of that, you don't have a chance in the lists that would be specified by the college.

For your kind information 12000 is the cutoff of kcet. Comedk cutoff for EIE is 40k.
