Currently even if your principal wish to open college he can't as it's totally up to the government authorities until unless they allow to open colleges /university, colleges won't reopen.

Actually in this time of this kind of pandemic season, it is quite impossible to to open the college right now. But as per the guideline the college will be start from around in the month of November.

In the case you cannot cal your principal you can Mail him. Otherwise you should contact to your parents to call him. Hope this will help you
