Yes you definitely get admission in IIT if your AIR(all India rank) is under 1500 and if your AIR is under 4000 or 5000 you can get admission in NIT but this is varies...

Yes You can pursue M.Tech in IIT or NIT by securing Good Rank in gate
Rank <1500 will grant you an seat in IIT
Rank<3500 for NIT.

Hey!
Yes, you can. The only criteria required is good GATE scores and not the fact from where you have pursued your bachelor degree. Though they have some minimum percentage/CGPA required in your bachelor degree to grab admission.
