The eligiblity criteria for particular specialisation vary with the institution or university, the course in which you are applying , etc.

No it is not possible. Student who have done BCom will do MCom as PD degree. those who have done BA will do MA as PG degree.
why ? because you can only do specialization in a domain which you have studied in years of Graduation. You will have some knowledge about the domain and if you will study it deeply then you can be more skilled than a non-PG students and deliver best work to the market. Indirectly, it increases your market value.

the basic eligibility criteria to get admission for the course master of arts is candidate must hold a bachelor degree in any discipline of minimum 3 or 4 year duration from a recognized university and candidate are required to obtain a minimum aggregate of 55 percent at graduation level.

To pursue Masters in any speciialisation, you should have studied that subject in your Graduation atleast for a semester. So if you want to pursue MA, you can pick up any language that you have studied or you can pick up any subject of your 3 years course and do specialisation in that course. You cannot pursue Masters in a subject which you haven't studied in your Bachelor's degree.
