The procedure of both All India Counselling and the State Counselling is same, except that All India counselling is conducted by MCC and it is for only 15% of seats in government medical colleges and private deemed universities that are classified as All India Quota (AIQ). Whereas state counselling is done by the respective state authorities for the remaining 85% of seats and for seat allocation in private institutions as well.
The procedure of counselling is as follows:
- Today the registration for NEET counselling begins. The candidates have to register themselves for counselling on the official portal of MCC. Basic details such as student's neet ranking, application number etc. will be asked.
- After this, candidate must fee the counselling fee. The counselling fee is INR 1000 for UR and INR 500 for other categories for AIQ. For deemed universities it is INR 5000 irrespective of category.
- After this step, choice entry process begins where the students need to enter the preferrences for colleges and course and lock their choice within the due date.
- Then MCC will announce the seat allocation results. After round 1 results, round 2 and round 3 counselling continues. In subsequent rounds only those candidates who have not got any seat or who wants to upgrade their alloted seat can participate.
- Finally, the candidates must report to the alloted college before the due date.

For All India Counselling as well as State counselling, the procedure is as follows:
- release of registration form
- You then fill up the form with all your required details along with the colleges of choice
- Submit the form along with the registration fees
- Once the merit list is out, you attend the online counselling
- Either you get a college in the first round, or dont.
- If you attend a particular round of counselling, only then are you eligible for the subsequent rounds. The rounds can go up to 3 followed by a mop-up round.
- This is applicable even if you want to upgrade to another college of your choice.
