Hello sir, I am from Delhi. is the domicile of HP is mandatory? I want to fill the application form for MCA. is there any other way to fill the application form.

To get an admission domicile criteria is considered which indicates that you belong to home state quota and if not then you will go to open category.
If you are from Delhi then that is your domicile state and you have to fill it in the application form and show documents to prove that. if you are confused then check for the domicile criteria for your state and verify yourself.
Delhi is one state and HP is another state. You can't belong to both. it will be either delhi or HP so better to verify yourself.
