No you are not eligible for either SBI Clerk or IBPS PO if you belongs to Unreserved or General category because currently your age is more than 32 years if you was born in 1991 and for SBI Clerk maximum age limit is 28 years and for IBPS Clerk as well it is 20-28 years.
ELIGIBILITY CRITERIA FOR SBI/IBPS CLERK :-
>>>>> Age of the candidate should be in the range of 20-28 years with relaxation of 5 years for SC/ST category and 3 years for OBC category.
>>>>> The candidate should have at least graduation degree in any discipline including B.Tech./BA/B.Com..... and so on. However the candidates in final year of graduation are also eligible to apply for SBI Clerk but not for IBPS Clerk.
>>>>> For General category maximum number of attempts allowed are 4.

As per the eligibility criteria for SBI and IBPS clerk, a candidate's age must be above 20 years and below 28 years. If a candidate doesn't fullfill this criteria then he or she is not eligible to become IBPS or SBI clerk. So as your age is above 28 years, unfortunately you are not eligible for upcoming SBI or IBPS clerk exam.
