No, you can do two courses both at the same time in regular mode, doing so is illegal.
This is because,
UGC has given its approval that one can go for pursuing two courses at the same time, the only condition is that one cannot pursue both these courses in regular mode i.e for both the courses to be legal, one course can be in regular mode and other course in distance mode from Open University .
So,
One can do two courses at the same time but both can't be in regular mode.
In short, you can't do both bsc and diploma at the same time in regular mode.

Yes, you can do bsc from open universities like IGNOU, but you will have to start from 1st year of bsc.
