Hello Aspirant,
It is not certain to predict his seat allotment in second counselling but he may get a seat if there are vacancies and some seats left through reservation.It is a bit difficult for him to get seat in government college.But if we consider 2018 cut off trends Rajiv Gandhi institute of medical sciences, Ongole and Rajiv Gandhi institute of medical sciences Srikakulam has 412 and 411 as cut off in SC category.However, cut is subjected to change.So hope for the best.
I would suggest you to check out 2018 cut off trends which will be helpful for him at the time of choice filling if he is participating in second counselling.You may use the below link

Yes he may have chances based on his state rank. You can mention he state rank and area so that we can guide you accordingly. Some colleges based on his marks are-
Rajiv Gandhi Institute of medical sciences( Srikakulam/Ongole/ kadapa /anantapur)
Siddhartha medical college, Viajayawada

Hi there ,
Since your brother has acquired decent marks and also you have benefit of reservation category so there is still a chance for him to get a seat.
So i would suggest you to wait for round 2 counselling.
