Dear student, the rule in government colleges is that you will have to first pay the fees online even if you are a low income candidate. And then when you submit you income document to the college authorities, the submitted fees will be reimbursed back to your bank account depending on college norms. However, you can talk to college admission department or accounts section and convey them your difficulties.
