You have to attend the college at the specified time given to you if you have been allotted a seat. Not accepting the seat is not an option for Second Extended Round you have to pay the seat acceptance fee and have to be present at the institute for verification. Moreover if you don't show up at the college, the fee paid by you could be forfeited, so choose wisely.
It is clearly mentioned in the brochure, If a candidate fails to report at the college after the seat allotment legal action will be taken against him as per the law of Government.

I can completely understand your concern but sorry to say you currently you cannot do anything like not attending colleges or not report to the allotted college in second round of k CET. Basically as per the rule you should cancel your seat alloted in the first round or second round on or before December 25, 2021 by 5 PM. Currently there are no such way to do. You have to pay the Fee which is provided by Karnataka Examination Authority. And if you failed to report on the the allotted college of second round counselling legal actions can be take against you. You also can go to this link below to know more hope this will help you
