Hello, Sir/Mam I want to ask can anyone take admission to any university by the 4 subjects. The rule of the ISC board is if anyone passed in 4 subjects out of 5 in class 12th they will award passed certificate.

In order to get admitted to any university, you need to fulfill the percentage criteria that is the cutoffs proposed by the university.
In DU, the "best of four" is considered and so is the case with most of the universities. There also are universities who prefer taking an admission test. Basically, it varies on university to university. It's you call which one you choose in the end.
