Dear Aspirant,

A TC (transfer Certificate) is a proof that a student has left his previous institute and will be enrolled in only one institute at a time. So as a proof you must provide TC to next institute where you are taking admission. A Character certificate is issued to verify an individual's conduct or behavior in school. Both of these certificates are must for admission process in any institute.

In your case you must write a letter to your previous college regarding issuing of TC and CC. There is no another option, you must contact to your previous college and follow the required procedure for providing the transfer Certificate and character certificate.
