Hello sir/mam,i have got 38 in phy, 49 in chem ,52 in biology i.e 139 marks in total (PCB) and aggregate % of PCB is 46%, i belong to SC category so am i eligible for NEET?

Yes, you are eligible for neet examination.
This is because,
To be eligible for neet, you need to pass 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
-
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Now,
You belong to sc category and
Your aggregate marks in Physics, Chemistry and Biology/Biotechnology is
= 38 + 49 + 52
= 139 marks
=( 139 / 300 x 100 )%
= 46.33 % i. e more than 40% so you are definitely eligible for neet examination .
Also,

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .

Upper age limit :-The upper age limit is 25 years as on the date of neet examination and there's relaxation of 5 years for obc ncl/SC/ST /PwBD students means upper age limit is 30 years for these categories.
†††† But since 2018, the case of upper age limit is pending in supreme court , and so there's no upper age limit as of now until supreme court gives its judgement over it.

Hope you are doing well. Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
The class 12 percentage required for NEET 2021 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects UR - 50%, OBC/SC/ST - 40%,PWD - 45%.
Candidates must have completed 17 years as on December 31, 2021.
