I hope you are doing good. Now Coming to your query, Dear JOSAA do not conduct any spot round but it conducts Special round after 7 rounds. CSAB conducts the Spot round but it is different from JOSAA. If you are asking about JOSAA Special round, then all candidates(admitted, not admitted, fresh registered, etc) are eligible for Special round. In case you are talking about CSAB Spot round, you have to pay 35,000 to JOSAA to participate in CSAM Spot round because you already accepted the seat.
