Well congrats on getting such a decent marks  in jee advanced 2019.

According to last years trend 164 marks would fetch a rank between 4000-5000 .Remember it is just a prediction , it might go 500 up or 500 down.

If we see previous year cutoff for different IIT's , then you will get a decent branch in old IIT's till round 5 or 6 , if you aren't branch specific. You might get chemical engineering in iit guwahati or civil engineering. You might get iit mandi also. You can take mining engineering in iit kharagpur also.
