The third round/Last round is indirectly called mop-up round counselling which is conducted only for govt college in-state counselling for remaining vacant seats after the two rounds of counselling. Usually, a mop-up round is conducted in offline mode.
Sorry! Your NEET UG scores are too low to secure you a seat in a medical college. It is highly unlikely that you will get a seat in a mop-up round.
And as far as donations are concerned, it is illegal to take admission to medical colleges via any other process other than the official counselling process. So taking admission via donations will be considered as fraudulence and may even result in cancellation of your candidature and subsequent barring from sitting for NEET in the following years.
