To get seat into colleges through CSAB Special Round, one has to be first JEE Main qualified and should also have a valid rank. Now for OBC-NCL candidate, the JEE Main 2019 cutoff was 74.31 percentile. Since your OBC-NCL rank is 16k and you have already got a seat in NIT Mizoram, there is a chance that you could get other seats too in second round counselling of CSAB. So if you want, then attend the second round counselling and see which colleges are you getting at 16k rank. With your rank you might be able to get a better branch but it will be very difficult for you to get a better NIT. At best you can get some newer IIIT or GFTI but apart from that it will be difficult for you to get any other college. The allotment of seats also depends on the fact that how you have filled in your choices. Hope this helps.
