Yes, you can apply for GATE. But at the time of Counselling during Certificate Verification, you need to show that you have passed in every subject.
Secondly, if I talk about Documents to be Uploaded as per GATE Eligibility Criteria then Candidates with backlogs (failed subjects) in any of the subjects in their qualifying examination will have to upload a copy of any of the mark sheet of the final year issued from the institute where he/she was studying. It has to be noted that internet downloaded mark-sheet will not be accepted under any circumstances.

Yes, you can still apply for the GATE 2019 exam. If asked, you would be required to fill in your previous marks.
