Hey, I paid the tution fee is it mandatory to self report or else with out self reporting can I participate in second Counselling

You can participate in second round of counselling without any problem
But if you get admission in second round of counselling then your first allotment will be cancelled ,and yes its important to report to the college after paying tution fee if you want to study in that college by either on self reporting time or time given to you for reporting to the college.
