Hey, I'm planning to take 2nd drop for JEE Mains. Will I be eligible to appear for JEE Advanced 2023, I haven't been able to qualify for it yet? I passed class 12th in 2021, and since then have appeared for JEE Mains in 2021 and 2022.

Dear aspirant,
No, you will not be eligible to apply for JEE Advanced during your second drop year.
This year, they have provided certain relaxations for people who have appeared for the boards in the year 2020 but as I mentioned earlier this is a one-time measure and hence, most likely will not be carried forward next year.
Usually, a candidate is allowed to appear for JEE-Advanced only twice - in the year of passing class 12 and the following year. This applies for all regardless of if you have previously been qualified for advanced or not.
