With a score of 400 out of 720 it's a bit difficult to say whether you would get a Government Medical College or not. Check your expected NEET 2020 rank and percentile from the link provided below.

You have a fair chance of getting a Private Medical College in India. Apply for the 15% All India Quota (AIQ) and 85% state quota counselling to increase your chances of grabbing a seat for MBBS.
