Hello,
A lot of students are form Bihar that study in engineering college.Its not necessary that you must know English before joining college. But to feel comfortable and to interact with each other you must know english. And learning something new will always benefit you in future.So, it will be good if you will learn.

English is important but there's no need to worry about, it's easy and you can learn it while pursuing your btech , you can start learning it from now only . There are many students who go for engineering from hindi medium , they do face problems at first and once you start giving 2 -3 hours to English, you will be fluent in it . You can watch english series, movies , read English novels and whenever you come across a new word you should goggle it or use a dictionary for its meaning and to know its usage in a sentence and soon your English will improve.

Hey there
It is true that you need to have a presentable personality in front of companies for that English helps a lot. I'll suggest you to work on it from now because in college you'll have less time for that. There are clubs generally in colleges you can join for developing your personality. And since you are interested in cse I'll advise you to focus on coding skills because coding is most important in you branch. Learn Java, python, java script etc.
