hey! @viratshrivastava how can I know that colleges are open to admissions? and how and when do I apply if I want to pursue psychology.

Dear candidate, keep on checking the college's official website from where you want to pursue Psychology. Check their admissions column, and the application form will be available there. If the application form is not available then wait, and if it's available then apply as soon as possible.
