Admissions to courses in private medical colleges in any state is done through the state counselling only. That means if you get a seat in a private medical colleges of UP then and it is all ok if you quit it but you can participate in any other state only if you fulfill the eligibility criteria set up by the state authorities for the counselling.
However you can get seat in government colleges in any state through the all India counselling process which is conducted by MCC. Also there are some seats reserved in private colleges for the management quota which can be filled by any person who who fulfills the criteria defined by that particular college for the same.

Yes you are eligible to sit in counseling in All India quota and get a medical college through it.
However some states also conduct their state level examination through which they give admission in the medical colleges in their respective states like Karnataka conducts COMEDK. Henceforth you can apply to their counseling.
