As you mentioned with obc category and 516 marks, your chances of getting a decent government college in your state through state quota(85%) are quite high.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
So follow the counselling process to secure your seat.

I really do understand in which context are you heading to. I sorry to say you cannot get MBBS in government college but through state quota you can get other good colleges.
