Hi can 11th pass out give CLAT exam

No , You are not allowed to give CLAT exam after passing your 11th Examination.
CLAT 2019 Eligibility:
To be eligible for CLAT, the students must have secured:
(A) Forty five percent (45%) marks in Qualifying Exam (Class XII examination) in case of students belonging to Unreserved /OBC /Specially Abled Persons (SAP) and other categories.
(B) Forty Percent (40%) marks in case of students belonging to SC/ST categories.
Students who are appearing in the qualifying examination in March/April 2019 are also eligible for appearing in CLAT-2019 Offline examination. However, they shall be required to produce an evidence of their passing the qualifying examination at the time of admission, otherwise they shall lose their right to be considered for admission.
The result of qualifying examination (i.e., 10+2) shall be submitted by the candidate at the time of admission failing which the candidate shall be ineligible for admission to the Course.
CLAT 2019 will be held from 3:00 PM - 5:00 PM on 12th May 2019.

The cut off every year changes and it helps you decide which National Law University you are eligible to get into.
There are 17 National Law universities in India and One National Law University Delhi whcih takes admission Through AILET (All India Law Entrance Test ).
If say, I sit for CLAT this year and the admissions for NLS, Bangalore close at 145. So if I score well within that range, I get the college. As rightly pointed out in other answers, it is affected by your rank and percentile.
If you want to get into any NLU in the country your rank should be within 1000 or so. If you wish to get into one of the top 3 colleges in the country it should be within 200 or so. All this is for a general category seat.
On particular achieving marks, one earns eligibility to clear the cutoffs of Law colleges across country.

As CLAT is a Entrance Exam for Law, you have complete your 12th. As criteria to appear in CLAT is to passed out 12th. For unreserved/OBC/SAP minimum 45% required. For SC/ST it is 40%

CLAT is common law admission test, which is a single unified entrance for the candidates aspiring to pursue 3 years LLB, 5 years integrated LLB, and also LLM, So you need to be in final year to be able to apply for this exam.
Since right now as per you you are in 11 th class so you cannot apply for the exam.
Following are the criteria for the exam-
CLAT AGE LIMIT ELIGIBILITY -
As per the revised standards there is no upper age limit for the Under graduate program IN CLAT 2019.
Ealrier the criteria was -
Unreserved category candidates below 20 years age as on July 1 2019.
St sc candidates below 22 years of age as on 1 July 2019.
Academic qualifications -
In the 12 th class you should have secured a minimum of 45 per cent marks and for sc/St a minimum of 40 per cent marks should have been secured.
Even those students who are appearing in the qualifying examination in the month of April may 2019 are eligible to register for the CLAT. You should however submit proof of successfully clearing the qualifying examination at the time of admission failing to which your admissions will be cancelled.
CLAT ELIGIBILITY FOR PG -
AGE CRITERIA -
There is no upper age limit for appearing in the examination.
So candidates of all ages are eligible to appear for the law entrance examination.
Academic qualifications -
Candidates applying for CLAT LLM program should have secured a minimum percentage in the qualifying examination.
For the unreserved category a minimum of 55 per cent of marks are required.
For sc/St candidates a minimum of 50 per cent of marks are required.
On the date of admissions you should have passed or must have appeared in the final semester /year examination of the qualifying examination.
