If you have been invited for the first round of counselling and have not attended it, then you will not be allowed to participate in the second and third round of counselling except for the open round.

Am i eligible for open round councelling in jipmer pg july md/ms if i not attended the 1st councelling..even they have called me....plz...any chance ur 485 ( obc 171) rank july jipmer...for clinical branch

Yes you are eligible for the open round counselling even if you haven't participated in the first round of counselling. Also, you getting a seat in clinical branch during the open round will completely depend on the number of vacant seats available.
