First of all congratulations on such a great job. Now GRE and IELTS as you ask, are not the same exams. Mostly all the exams which you will shortlist to take an admission in will ask for both GRE and IELTS or TOEFL marks. Now every college takes different considerations on what basis will they take their admissions, some may ask GRE and IELTS or some may ask for GRE and TOEFL. So please choose an exam according to the college from which you want to pursue you Engineering Management course.

GRE is a compulsory exam to give if you plan to apply to universities in the USA for graduate admissions to determine your eligibility to pursue a masters degree. Some universities other than the American universities also require you to give the exam; you will have to check the college's (in which you are planning to apply to) website to know about the requirements.
IELTS, on the other hand, is an English proficiency exam which is used to prove that you have enough command over English to pursue your education where the primary language of communication is English. It does not prove your eligibility to pursue a Masters degree.
So, no, IELTS won't do. You will have to give GRE in addition to IELTS or TOEFL to apply to the universities abroad. Hope this helps. All the best!
