Hello Ankit Kr,
The JEE Main cut off scores are declared in such a manner that a certain number of students is declared eligible to take the JEE Advanced, the second exam of the 2 tier selection process being employed currently. Currently, the total number of students that qualify for the JEE Advanced is about 2.2 lacs, including all the categories. Since this number is fixed, the cutoff varies depending on how well or otherwise the students have fared in the Main.
The declared cutoffs are only used to decide whether a student qualifies for the JEE Advanced. The cutoffs do not decide whether a student is eligible for counselling; in fact, all students are eligible for counselling Period.
Based on your rank I will be able to tell you which colleges you will get. Alternatively, you can use our college predictor rank to determine which colleges you can get :- https://engineering.careers360.com/jee-main-college-predictor
