Hello,

As you have mentioned, you are domicile resident of Uttrakhand state. You can apply for home state quota for Colleges located in Uttrakhand only. If you apply for any college which belongs to other state , you will go under open category and cutoff for OC is different. if you have reservation then you can use it. Reservation category can be used in all state.
