I'm really sorry but I didn't really understand what you meant by inter 1st year, but I'm assuming that you are in the 1st year of some college already, and you have given your first midsem examination or something, and you want to know whether you can still appear for examinations for other colleges. So the answer is definitely yes, you can. Most enigneering colleges in India take admission through either JEE Mains, which is for all india or state level examinations, and you can sit for both of them, even though you are already enrolled in a college. According to the rank you get, you will know the colleges you can get, and if you then want to quit the college you are already in, you can do that. But yes , that will cost you a year loss and you won't get back the semester fees you have already paid.

You have completed first year in intermediate, i.e. you have completed your class 11 now. So, for entrance exams related engineering, JEE Mains and JEE Advanced are conducted. Along with it, various states held its own entrance tests. The criteria for entrance exams is that, candidates must be appearing for class 12 or should have completed their class 12. Different exam follows a varied eligibility criteria. For JEE Mains, you can apply even when you are appearing for class 12 and for states you need to complete class 12.

To get admission in B.tech you must have passed 10+2 with Mathematics/Biology, Physics and Chemistry.
