As you have stated that you have scored 78.06 percentile in JEE mains (assuming that you are from general category). You can apply for Rajasthan Technical University's counselling process which have more than 80+ affiliated college accross Rajasthan(list of affiliated colleges
http://www.rtu.ac.in/RTU/affiliated-colleges
). Here the mode of admission is the REAP form.(Please go through the link for some important dates
http://www.rtu.ac.in/RTU/reap
). Your preferance is getting admission in CS branch so the colleges you can opt for counselling are SKIT Jaipur, Poornima Jaipur, Arya Jaipur here the cutoff of CS will be approximately equal to or less than the JEE main cutoff. Since being affiliated to an government university here the fees is 80k per annum which is quite reasonable and there are some fee waiver scholarship also which you can apply at the time of admission.
Hope all your queries are answered
Hey,you did good
According to the cuttoff list for JEE Aspirants ,the minimum cutoff percentile for General category is 89.754 and for other categories it is lower than that, if you are of general category,i'm sorry but you have not cleared the cutoff for the same.
Hence, you might not get a government college in CS branch
As per your rank and previous year cutoff, the colleges you get are:-
Thapar institute of Engineering and technology
YMCA college of engineering,Faridabad
IIIT Pune(ECE,CSE,IT branch)
