Hi.. I want to do my under graduation in top universities in the US.. But.. My 11th grades are poor.can i get into top universities in us?

To pursue an undergraduate program in US, you will have to score well in SAT / ACT along with an English proficiency test like IELTS or TOEFL
Your 11th grades are poor as you say but you can surely work had in your 12th and score well. Along with the scores, you should also have extracurricular and co-curricular interests to showcase.

But.. i will apply for the universities in the month of december.. i will only have my 11th marks in my hand. If my sat and toefl marks are good and i have POOR 11th grade.. will i get into any top universities?
