Yes You are eligible to give GRE as there is no requisitie eligibility for this standardized test. The only requirement is that you must hold a valid passport at the time of registration for the GRE. But, despite being eligible for the GRE, you might not be eligible for admission to universities with such a low graduation percentage.
This is because, most universities require their students to have a 3.0+ GPA on a 4.0 scale. Therefore, depending upon the conversion chart used by the university of application, this could range from anywhere between 60 - 85%. Other universities require candidates to have an upper second class honours degree, which is usually defined by a percentage of 75%, depending upon the university of application. Therefore, finding yourself eligible for admission with 47% will probably prove to be difficult.
Additionally, top MBA programs require a substantial amount of work experience as well. As your percentage isn't commendable, its best that you make up for it by gaining a good amount of work experience (2+ years).
Also, just a parting question, why are you considering to sit for the GRE exam? Most universities which offer MBA programs require
GMAT
scores instead of GRE scores. Even the ones which do accept GRE scores for MBA admission prefer candidates with GMAT over GRE. Therefore, please ensure that the specific university to which you are considering to apply to accepts GRE for MBA admission.

There is no such criteria or minimum cutoff for apperaing this exam. The cutoffs are set by the universities where you want to get the admission.
In GRE Test there is no restriction of age or qualification.
