Hi iam ECE Student. I got 426 marks and 8676 rank in gate 2019 & 83% in Btech. Iam OC student. What are the possibilities of NITS and IITS?

The chances of getting IITs/NITs are very low. You can't get admission with 426 marks as an ECE student. You can try going for GFTIs or state level colleges as the possibility of securing a seat there is high.
Some GFTIs are also good and are equivalent to lower NITs. If you are interested in M.tech then go for it.

With this rank IIT's is out of reach. But considering OBC category then you can get into NIT's. Top NIT's can be tough but you can get NIT Allahabad, Jamshedpur, Kurukshetra.
You can also get Anna University or even Osmania University.
