I think by IS you mean IT and my answer is wrt to CSE vs IT.

Both these streams are 75% same in any college. The only difference lies that in CSE you may be studying a few hardware related courses more than IT while in IT you may be studying a few more software related courses. But that being said you will not find much of the differnece as these differentiating subjects are way too less around 5-7 out of 45-50 subjects you will be studying. One point I want to say is that having IT as your degree you may find difficulyy if you apply for PSU's because some PSU's donot know that IT engineer can do the same work or even better than a CSE graduate. They simple donot have knowledge about this field. While in private sector IT may enjoy a little advantage over CS because they are more software oriented. That all being said I will always choose CSE over IT in same  college becuse it is a perception that the JEE rank of CSE students is higher than those of IT. But while compating different colleges the difference in CSE and IT  shallnot be acknowledged.
