According to 2018 cutoffs, with a rank of 4727, you can get Electrical engineering, Electronics and communication engineering at IIT Dhanbad. At IIT Bombay, you can get 4-year B.S. in Chemistry, 5-year B.tech+M.tech in Environmental science and engineering. At IIT Delhi, you can get 4-year B.tech Textile Technology. At IIT Goa, you can get Electrical engineering, Mechanical engineering. Please note that this prediction is completely based on 2018 cutoffs. Also, take care of the fact that cutoffs can vary from year to year depending upon factors like number if seats available, number of students appearing for the examination, difficulty level of the paper etc.

With 4727 CML rank in JEE Advanced 2019, the branches you can get in IITs are:-
- IIT Guwahati:- Chemical/ Civil
- IIT Indore:- Mechanical
- IIT Goa/ Dharwad:- CSE

- IIT Bombay:- BS Chemistry

Pl. Suggest it is better to cse from top NIT or from low rank IIT

if your maij concern is placement then you should and must go for the top end nits because they have far better placement records than the lower iits.
