Hello Muthu,
Well I am sorry to say, but your sister can't attend the JoSAA counselling as she didn't registered for the same. It is mandatory for everyone who wants a seat in NITs,GFITs or IIITs have to register for JoSAA and attend the counselling process. The last date for JoSAA registration was on 25th June.
Now, if your sister wants she can attend the CSAB counselling which will start after the end of JoSAA counselling. CSAB conducts counselling and admission of JEE Main qualified candidates to various NITs, CFITs and IIITs. Under CSAB there are three types of counselling- CSAB NEUT(for North-Eastern States and Union Territories) , CSAB SFTI(for Self Financed Technical Institutes) , CSAB UT (for Supernumerary Union-Territories). Now apart from these , a Special round of counselling will also be conducted by CSAB for the admission of candidates to NITs, GFTIs and IIITs.
Note : CSAB NEUT counselling registration form is available online till 6th July 2019.

As the registration date for josaa has been over and now the counseling process is going on.
But she can take part in special rounds ( through csab site) after the 7 th round is over.
So keep checking the csab site for the registration ;for the vacant seat in nits ; iiit s and other GFTI s. And for other documents and related information.
Good luck
