Yes, it is not at all necessary to participate in All India Quota or AIQ Counseling to become eligible for state counseling.
If you feel you wouldn't get college with All India Quota Counseling you can opt not to appear in the Counseling. But you will have to appear for State Counseling to get seat in medical colleges.
