28000 in JEE Mains is a good rank. You may get top NITs but you have to compromise with branch (like Chemical, Biotech., Mining, Metallurgy, etc.). But if you are looking for normal NITs then it will be best for you, even you can get CSE in some NITs. Your branch selection depends on you but if you have the priority of state quota then it would fetch you a better branch.
