If your income is less than 1lakh and without ews certificate even you can get fee reimburment by apply through ebc certificate you can get this ebc certificate by apply in meeseva through this you can get fee reimburment upto 35000 and if you have applied only oc then may be there is no chance of getting fee reimburment and also if your parents are any government job holders even you can't get fee reimburment
