Seeing your crl rank and category rank I would like to say that it is very hard to get seat in any iiit or government college but u should participate till last round then might be you get seat.

Coming to your second query yes iiit also provide scholarship for sc/St students and different iiit have some individual scholarship scheme also that u can check from their official portal.
