You cannot apply for UPSC Civil Service Exam based on 12th standard qualification, in order to appear for this exam you need to complete your graduation from recognized university, you can also apply in the final year of graduation, you need to attain 21 years age, there is no minimum aggregate required in this case. Hence, you need to fulfill the eligibility criteria mentioned above in order to appear for UPSC Civil Service, this exam is conducted in three stages namely Prelims, Mains and Interview or Personality Test.
