Further, While Andhra Pradesh government directives as not found on this, for several other exams specific to Andhra Pradesh, local candidates are understood as:A person who has studied in an educational Institution in a local area for a period of not less than four consecutive academic years ending with the academic year in which he/she appeared or first appeared in the relevant qualifying examination, as the case may be. In your case that exam would be your medical ug degree. However it also states that if you fail this criteria you should check if you have completed atleast 7 years of education in the state. Since in your case you have, in that case you shall be considered as a local.Quoting the directive from Definition of Local & Non local status (Annexure-II).pdf“If he/she studied in Educational Institutions in the State for a period of not less than seven academic years ending with the academic year in which he/she appeared or first appeared for the relevant qualifying examination as the case may be, be regarded as a local candidate in relation to”you can find it here:https://dtets.cgg.gov.in/Documents/Related%20Links/Definition%20of%20Local%20&%20Non%20local%20status%20(Annexure-II).pdfJust clarifying, local areas for the state of Andhra Pradesh constitute the districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and PrakasamSo I hope this helps, good luck with all your future endevors!
